A digest of Congressional activity of LWV interest,

Transportation. Senate adopted Muskie-Baker Amendment to open highway Trust Fund. Leagues participated in lobbying efforts. House defeated Anderson amendment for same purpose, and chances are poor for reversal in conference committee.

Human Resources. The House Sub committee on General Education is in the process of writing an Elementary and Secondary Education Amendments Act. The League is supporting the bill which basically extends the current categorical programs of aid to economically/educationally disadvantaged children. We asked that ESEA be modified to provide more flexibility to state and local educational agencies, less red tape, and more accurate and up-to-date figures to assure funds getting to areas of greatest need.

International Relations. President Nixon sent a trade bill to Congress on April 10 which asks for extensive powers to negotiate agreements on tariffs, nontariff barriers, etc., without congressional action. This session of Congress, however, is deeply engaged with the question of legislative-executive powers, and the fate of the trade bill may well hinge on that issue rather than on the merits of the bill itself.

Representative Government. Mrs. Benson has been invited to testify in June before a special Select Committee set up to study House committee jurisdiction. On the matters of impoundment and budget control, (see FROM NATIONAL) the national Board voted in April to support specific legislation to provide Congress a mechanism for review of Executive impoundment. The position is based on two LWV goals: adequate funds for LWV supported programs and member agreement that Congress should have the power to make decisions enabling it to meet national needs and reconcile conflicting interests and priorities.
