Voters Service Views

The Voters Service Committee of the League promised to keep you informed of future developments in the rent control controversy. As was reported in your September Bulletin, amendments of the Rent Control law were objected to by the landlords. R. Jay Smith, a landlord, WPC asked to form a committee to prepare amendments that would be fair to both. landlords and tenants.

The report of this committee was to be presented to the Board of Supervisors.

On Tuesday, September 22, Mr. Smith presented a report from his eight member committee recommending decontrol of studio apartments and luxury housing rents and an increase in all other housing rentals of 15%. The committee report did not suggest control should be abandoned and they did not suggest a major amendment is needed to allow landlords power to evict undesirable tenants. The committee represented a cross section of the community. However, a very vocal delegation of landlords were at the hearing and said the eight member committee did not represent them. They wanted a stringent eviction amendment. There were no citizens to plead the cause of the tenant. Supervisor Asing noted this and volunteered to represent them.

Mr. Kido moved the report be referred to Rent Control and the City-County Attorney. The motion did not carry. Mr. Teves then moved that the hearing be continued until October 6 to allow the Supervisors a chance to study the proposed amendments and that the clerk publish the committee recommendations. Mr. Kido seconded the motion and it carried.

There have been some interesting developments in the old controversy concerning the Waikiki Master Plan. This came up on Tuesday, September 8, at the regular Board meeting. Supervisor Milton D. Beamer moved the Board resolve themselves into a Committee of the Whole for a public hearing on a request from "Dad" Center for permission to erect a hotel and apartment on his property in Waikiki. Mr. Beamer is chairman of the Public Works Committee of the Board of Supervisor. A letter had been received from the Planning Commission requesting the Board give favorable consideration to acquisition of the property owned by the Centers or issue them a permit to build.

After many pros and cons about lack of money to buy property at present and whether to delete, condemn or issue a permit to build, the Supervisors voted 6 to 1 to notify the Building Supt., Mr. Akinaka, that the City does not plan to acquire beach lands beyond the Natatorium at this time. Mr. Teves noted No.

On Tuesday, September 22, Mr. Teves introduced a resolution calling for deletion of a section of the Waikiki Master Plan from the Natatorium to Poni Moi Road. The resolution was signed by Supervisors Asing, Beamer and Apoliona. The resolution passed by a 4 to 3 vote. Voting No were Supervisors Kido, Kauhane and Takabuki.

Mayor Wilson has suggested a bond issue approved by the voters to purchase the property. Supervisor Kauhane feels that the people should decide about the Master Plan and urged a plebiscite on a bond issue. Mayor Wilson has vetoed the resolution. It will take a 5 to 2 vote to override the veto. It will be interesting to see what happens next.
