THE PARKS BOARD AND DPI ALA WAI ISSUE: Resolutions 859 and 42: You may have read in your daily newspaper about the proposed transfer of land along the Ala Wei from the Parks Board to the Department of Public Instruction. This Committee, which is "keeping an eye on things," at the Supervisor's meetings, would like to report to you on our observations on this issue.

The DPI is anxious to acquire lands for school buildings in the McCully-Waikiki area. The schools now serving these sections, Lunalilo, Kuhio, and Thomas Jefferson, are crowded and cannot absorb the increasing school population.

In order to meet this need, and to eliminate the necessity of the county acquiring land at considerable cost, in this congested area, the Supervisors introduced and passed Resolution 859. This measure requested the Governor to transfer six acres of land on the southeast side of the proposed University Ave. extension near the Ala Wai Canal, from control of the larks Board to the DPI. (This six acres lies within a larger tract whose control was transferred to the Parks Board by executive order on March 28, 1933.) The Parks Board is opposed to the transfer of the six acres on the grounds that the entire acreage of this tract is needed to meet the recreational and park needs of the entire population. The Mayor vetoed Resolution 859 and the Beard overrode the veto by unanimous vote.

Mr. Wilson and Mr. Kauhane were absent at the meeting in which the veto was overridden. Mr. Beamer and Mr. Takabuki were opposed to taking a vote and several recesses were necessary before agreement could be reached. Then the vote was unanimous. Following this, a new resolution was written up, Resolution 42. This was identical with d4859 except that it permitted the Governor to select any six acres the tract to be transferred. This resolution was passed and sent to the Mayor who returned it with his veto. Mr. Wilson stated his disapproval, "because I am opposed to the reduction of public park lands for any purpose whatsoever unless compensated for by acquisition of acreage of similar size."

The Board again overrode the veto by unanimous vote with Mr. Kauhane absent.

Both Resolutions have been transmitted to the Governor for such action as he may wish to take.
