Some of League's 1978 Positions

SUNSHINE IN COLLECTIVE BARGAINING: We support legislation that will allow some opportunity for citizen review and participation in the Public Employee. Collective Bargaining process.

GOVERNMENTAL REFORM: We support legislation that provides for a part-time legislature, split sessions after bills are introduced, a procedure which eliminates duplication of bills and limits the number of bills introduced, a limitation on terms to preserve the concept of a citizen legislature. We support legislation that would give citizens initiative power over statute law and petition referendum to affirm or overturn laws passed by the legislature.

LAND USE: We support legislation that would insure coordination and cooperation between the counties and the state. The state should provide the broad overall view, guidelines to reconcile conflicting goals of the counties. The counties should have responsibility for detailed planning and control of land uses.

ERA: We reaffirm our support of the equal rights amendment in the Hawaii State Constitution.

EDUCATION: We support a state constitution that specifies how state board of education members are to be selected, who will select the state superintendent of education, and define the superintendent's working relationship with the board. We believe that voters should elect people charged with the specific responsibility of guiding education.
