Time for ActionThe world is divided into countries in which people live to be 66 and others in which people die at thirty-five. This sounds like League literature on behalf of foreign aid, but actually it is a translation from a French publication supporting the same cause. France spends more per capita than does the U.S. on foreign aid. This year's legislative battle over aid may not be as prolonged as last years' but it will probably be as bitter. The foreign aid bills (H.R. 10502 and S. 2658) were introduced March 19, requesting 2.4 billion for economic aid and 1 billion for military aid. They have begun their progress through the legislative process. Two-thirds of development lending will go to six countries: Chile, Columbia, Nigeria, Turkey, Pakistan, and India; four-fifths of the supporting assistance will go to four countries: Korea, Viet Nam, Laos, and Jordan; two-thirds of military assistance will go to countries along the periphery of the Sino-Soviet bloc. (The League does not take a stand on military assistance.) Provisions in the new legislation include greater use of private initiative and greater international participation. This is a time when Leaguers should make their views known to their Congressmen.
