Chair Evans, Chair Luke:
The League of Women Voters of Hawaii supports HB 1153 which repeals the Public Land
Development Corporation and HB 589 which repeals HRS Chapter 171C relating to PLDC.
We believe that the legislative process used to pass the PLDC was extremely flawed, effectively masking the proponents and eliminating opposing views on an issue that involves all residents of the State of Hawaii as stakeholders. The arrogance with which the stakeholders’ rights were removed through exemptions and transferred to parties with no guarantees that the stakeholders’ interest would be represented should be regarded as a break in trust between the 2012 Legislature and the citizens they purportedly represent. PLDC should be repealed.
We urge you to pass these bills. Thank you for the opportunity to submit testimony
