At the league convention held every two years, delegates vote on program and budget as submitted by the state board. Nominations are presented for board and officers for a two year period (this year, for the to 1997-1999 term), and elections are held. Convention delegates are the presidents of the local leagues, delegates chosen by each local league (one delegate for every 15 voting members), and the state board.

For this convention, there are no new programs proposed.
