Statement of The League of Women Voters of Honolulu

On the Proposed Routes for the H-1 Freeway

Prepared for the public hearing on the proposed routes for the H-1 freeway
October 2, 1963

The League of Women Voters has consistently supported and urged the adoption of a well integrated comprehensive plan for the City and County of Honolulu with emphasis on transportation and zoning. In keeping with its position that major decisions affecting the economic, social and esthetic welfare of this Island be made only when all factors have been studied, the League opposes the selection, at this time, of any of the five proposed H-1 freeway routes. The League of Women Voters is unalterably opposed to any elevated freeway route along any portion of the waterfront, or any other route that would preempt park lands.

The League strongly recommends that all concerned officials and legislators make every effort to secure an extension of the stated December deadline, before attempting to come to any decision on this controversial segment of the H-1 freeway route. The League has already made this recommendation, by letter, to:

The League would urge that the State proceed with the outlying segments of the H-1 freeway route that have already been adopted, while utilizing the delay to evaluate the findings of the Origin and Destination Study just completed for the State Dept. of Transportation, and the Oahu Transportation Study which is now underway, together with the new General Plan now being considered by the City, before coming to a final route selection.

The League of Women Voters strongly recommends the immediate formation of and appointments to a Traffic and Advisory committee consisting of City and State officials and representatives of civic organizations to recommend solutions for these pressing Problems of financing, route selection, design, mass transportation and local street and traffic adaptations and improvements.
