Charter HearingsThe Charter Commission held eleven hearings on the proposed charter during January. Although the audiences were comparatively small (they averaged about sixty persons per meeting), criticism and commendation were wide in range. Mr. Atherton, the chairman, remarked at one point, that to the best of his recollection merging of urban and suburban water supplies was the only recommendation which had not been attacked. Mrs. Smith, our president, presented the League's point of view at the City Hall hearings, expressing clearly and succinctly the conclusions which we have reached through our many discussions. League members were present at all save one of the hearings. The Commission is now reviewing the charter in the light of the hearings; some changes will presumably be made and the final draft will then be sent to the Board of Supervisors, probably by the middle of March.
