What We're Doing Around the State HILO TO UNDERTAKE NEW STUDIES Under the direction of Helen Hemmes, Hilo will study the impact of federal block grant proposals on Hawaii County. They'll also consider the merits of at-large, single-member, or mixed representation for county council. Under the direction of Patty Stuer, coordinator of the Kona unit, that group will study the recreational needs of the Kona community.
