In a recent newspaper article, Hawaii's Ombudsman Herman S. Doi stated that he has formed these conclusions: The general public lacks a basic understanding of the functions of government and how it operates; The public school system fails to give students a proper education in government. School teachers themselves lack a clear understanding of government. Being a giant step ahead of him, last spring the State V.S. committee, Trudi Zelko chairman, initiated a course in practical politics at the high school level. The Social Studies' Dept. at Hilo High wrote up a six weeks unit called The American Voter. This unit uses many National League publications, Also the teaching tool will be the new State Voter Guide, hot off the presses in November.
