Impact Fees
The County is faced with inadequate funding for infrastructure improvement. Chris Yuen, Planning Director for Hawaii County, states that the solution to this funding shortfall is to vote an impact fee assessment on homes, apartments, and stores, at the time a building permit is taken out. According to an article in the Hawaii Tribune-Herald,* the currently used "fair use" assessment has netted only $3.6 million out of the $74.0 million assessed. The state is mandating an impact fee law for all counties, and Helber, Hastert & Fee, with Duncan associates of Texas, is consulting with the County on how to set up the impact fees.
