Statement on H.C.R. No. 125, House Concurrent Resolution [Annual Reports on Expenditures]

The League of Women Voters fully supports the intent of H.C.R. No. 125 requesting the various departments, agencies, and offices of the State authorized to expend moneys out of any special or revolving fund to submit annual reports to the Legislature on all fund transactions carried out over the previous fiscal year.

It is a mockery of fiscal responsibility that hundreds of millions of dollars of public moneys are being spent or held without Legislative or public scrutiny. Certainly, there must be some accountability necessary to those taxpayers from whom these moneys were extracted.

In the case of the Education Facilities Fund at least $270 million was deposited into the fund over a three-year period. Every day we read in the papers reports of problems in our school facilities. Where were the funds spent? Why are there no reports of these expenditures? What is left, if anything?

State revenues are decreasing while the demand for services are increasing. Perhaps an accounting of the special and revolving funds may clarify the State's financial picture -- and who knows -- we may finally discover where the State's previous $500 million surplus went?
