Statement on Resolution 93-67 before the Policy Committee of the City Council on March 17, 1993 [timeliness of appearance]>We are concerned about the process by which time-sensitive Resolutions such as 93-67 are put on the agenda to be discussed. We note that this Resolution was introduced on Tuesday, February 9. According to the Neighborhood Board Elections calendar, that was the day of their ballot approval. By the 11th, the printing of ballots are begun and by the 22nd, the printed ballots are delivered. Why did this Resolution not appear on this Committee's agenda on February 24? The Neighborhood Board Elections calendar scheduled the stuffing of the 300,000 plus packets on March 1 to end the day after tomorrow for mailing on Tuesday the 23rd. When we questions Mr. Espero on whether the integrity of the Neighborhood Board elections was being clouded by the insertion of a "straw vote" ballot into the Neighborhood Board packet, his answer was "Corp Council said it was okay." However late, to have this Resolution discussed today is still important, to determine whether a precedent is being set by allowing the Neighborhood Board elections to be the vehicle by which the City can air any issue, however unrelated to the election. We note that Councilmembers have been very vocal in the past on the dangers of speeding-up the process. By the same token, artificial delays do not serve the public well.
