Health Care: Phase 2 Consensus QuestionsFROM: LWV of: State: File #: Question I A number of different financing models for the U.S. health care system have been discussed. Please identify which of the following approaches your League considers acceptable or unacceptable for financing the health care system. (Your League may choose "acceptable" or "not acceptable" for more than one option.) a) An employer-based system, coupled with a new state or federal program for the uninsured financed by general revenues and a payroll tax from employers that elect not to provide health benefits.
b) A national insurance plan, financed through general taxes in place of individual insurance premiums.
c) Private market-based reform fostering competition in the private sector by changing economic incentives to heighten consumer cost consciousness. Changes to economic incentives could include tax credits for the purchase of private insurance and limiting or eliminating the current exclusion of employer-provided health care benefits from taxable income.
d) Which of the above approaches does your League prefer ? (Choose only one.)
Question II How should the financing of the U.S. health care system be administered? Please identify which of the following options your League considers acceptable or unacceptable. Question III k) Provided health care reforms contain cost control strategies, would your League support increased taxes, if necessary, to finance a minimum basic level of care for all U.S. residents?
Question IV l) Under any system of reform, should consumers/patients be permitted to purchase services or insurance coverage beyond the minimum basic level?
