ViewpointJULY 6, 1992 We applaud Governor Waihee for signing House Bill 2318 which amends the law for the filling of midterm legislative vacancies. The law said when there is such a vacancy the governor fills it by appointing someone of the same political identification but there was no time limit for making the appointment. Now there is. This amendment requires the governor to fill a midterm legislative vacancy within 60 days. We recognized that this new provision puts some limits on a governor but we commend Governor Waihee for respecting the citizens' right to representation by signing this measure. It took us three long years but we were finally able to get this bill through the legislature and signed by the Governor. Now, if there is a midterm legislative vacancy, no longer will residents of a legislative district go long periods of time without representation. This new provision means appointments will be made on a timely basis and should help the new appointees get ready to serve the people of their districts. Our experience with this legislation also proves the old adage that if at first you don't succeed, try, try again. Worthwhile legislation usually takes several years to be passed. Therefore, we urge all of you out there seeking action in the legislature not to give up but to keep on trying to reach your goal.
