Team to Examine Alternatives to RailThe City Council on August 8 adopted an amended Resolution calling for "an independent, action-oriented team of government and private individuals to study and evaluate TSM (Traffic Systems Management) measures. ..." and for OMPO (Oahu Metropolitan Planning Organization) to organize the team within thirty days, develop a funding mechanism, and employ an "independent consultant to carry out the study". The final Resolution did not specify whether the study was of measures "alternative to" or "complementary to" a rail system. The team, according to the Resolution, is to consider such subjects as:
Council Chair Arnold Morgado is authorized to "appoint a committee made up of appropriate representation and expertise.... to advise the study team and review and critique the findings and results of its work." OMPO is to submit an interim report by February 1991. Astrid Monson |
