Sources and Uses of City FundsMr. Lowell L. Kalepa, Executive Director of the Tax Foundation of Hawaii and Mrs. Linda L. Smith, Director of the Department of Finance, City and County of Honolulu will be addressing some of the areas covered by the League's study committee on the Sources and Uses of city funds with an assessment of alternative methods of funding. As the committee looked at the issues, the focus narrowed to cover property tort, city-state relations as related to funds, and user fees. Members will receive the cover material to be used In preparation for the March meeting and for the discussion meeting April 1st. At the April meeting, the following broad areas will discussed and a consensus regarding them will be sought: How should city services be supported? And, what sources of revenue should there be? Additionally, these questions will be asked: Should user fees be increased? If no-- what other options are there? If yes-- In what specific areas? Should property taxes be increased? If no-- How should the city receive additional revenues? Should the counties have additional taxing powers? If yes-- In what areas? To what extent? If the state does not permit, additional local taxing authority how should It pass monies to the local government? The following are some questions to ponder as you read the materials. Should ability to pay, rather than age, be applied In granting reductions in fees, free services or other benefits to older residents or visitors? Would you consider privatization of the following functions If It were found to be more economical or more efficient? -- Managing of city auditoriums, or maintaining of civic buildings. Or operating the city morgue, collecting residential garbage or providing fire protection? If you favor State aid or granting of tarring authority, what areas should be considered? -- Excise tax, a proportion of the "hotel tax," return or reduction of monies from traffic violations or city paid exicise taxes, or a percent of state income taxes?
