League Interviews Council - Randall IwaseCouncilman Randall Iwase is in the process of studying the Budget, trying to balance the City's needs with anticipated revenues. He is looking at several considerations for increasing revenues: 1) Asking State to share part of the hotel tax with the City;- (he is opposed to raising the City tax on hotels); 2) Getting a share of the money from fines, etc., that presently go entirely into State coffers; 3) Grants from State and Federal governments; 4)- Raising existing user fees and imposing new ones; 5) Raising of real property taxes as a last resort. He cited increasing demands for services and rising costs of current services as reasons for the need for more city revenues. He claimed that present infrastructure are in need of repair, and many buildings need to be refurbished. (Example, the Neal Blaisdell Center) He agreed with League's position that transportation needs should be considered with planning of development. In this respect, he feels that Oahu's "second city" should be aggressively developed. This, he feels, would relieve Honolulu's traffic congestion.
