U.H. Lt. Governor's Candidate Debate The most important issue seemed to be Fox's claim for Bunye that Cayatano had done nothing to institute affirmative action and had, in fact, helped preserve the skewed patterns of hiring in the State. Cayatano claimed this whole issue was just a smoke screen to divide the voters especially the Filipinos and to take them away from him to Bunye and the Republican ticket.
