April Units UNIT MEETINGS . . . . April 5 to 9: PUBLIC EMPLOYMENT -PROGRAMS You will interface with Key Resource People from Honolulu's OFFICE OF HUMAN RESOURCES - who have answers for you! April Units JOBS, TRAINING & EQUAL OPPORTUNITY Federal programs to combat high unemployment began during the Depression. In 1946 the Full Employment Act established a government policy to promote full employment. A variety of programs followed. The Comprehensive Training & Employment Act of 1973 (CETA) was a new approach. For the first time it gave State and local governments authority and responsibility for designing their own programs, using federal funds. The city has about 800 jobs funded by CETA, designed to reduce unemployment and provide persons with maximum $10, 000 a year jobs. Some workers are paid more than this because the city supplements some of the salaries. At our April Units, manpower planners from the City's Office of Human Resources will tell us about the City & County's role in CETA. -What are the objectives? -Who is being helped? -How? -How much does it cost? -What are the problems?
