Local Program Adopted

The following program was adopted at the annual meeting on April 13, 1971:

The first three items are carried over from 1970-71 and will involve support and action only. The fourth item is new for our League and will involve study and consensus.

  1. Continuing evaluation and support of the Charter of the City and County of Honolulu, including a strengthened Code of Ethics and more flexible Charter. amendment procedures.

  2. Support of measures to insure a City and County jail which meets the standards of a modern correctional institution and will provide adequate security, segregation, and rehabilitation.

  3. Support of minimum development in the Diamond Head area with the residential area on the makai side of Diamond Head Road eventually converted to park use.

  4. Study of the planning process at the County level: procedures and results. Under this new item, we will consider these questions:

    1. What are the county planning powers, duties, and functions?

    2. What are the relationships between the planning department, planning commission, City Council, Mayor, and the State Land Use Commission?

    3. How is the capital budget developed and evaluated?

    4. How are amendments to the Comprehensive Zoning Code, the Master Plan, the Development Plan, the Detailed Land Use Maps, and the subdivision regulations developed, proposed, and processed?

    5. How are these amendments administered?
