ConsensusDiscussion at the units last month indicated consensus that the League should push to continue efforts for nuclear disarmament; we did not endorse a plan for complete disarmament unless Red China were also a party to the agreement. On the Commodity Agreements, two units favored them in general but with some restrictions; one unit did not reach any general agreement. On the subject of private Investment, a majority agreed the government should offer encouragement and tax relief in case of expropriation, and tax benefits in general for American industry abroad. These items of local consensus have just been sent to the National Office along with an additional one on the U.N. which we covered earlier--the principle of one nation, one vote on which we were unanimously agreed.
