Public CitationDr. Teru Togasaki spoke on behalf of the League of Women Voters last month at the dedication of the new City and County jail at Halawa. Participating in the program were Mayor Neil S. Blaisdell, City Councilman Herman P. Lemke, Chief of Police Daniel Liu, Duke Kahanamoku and others with Deputy Chief of Police Arthur M. Tarbell as Master of Ceremonies.
