New Local Agenda Item!!

What of the Charter? The Charter will continue to be our responsibility. We hope the Legislators will consider the "Voice of the People" of Oahu and ratify the Charter as the vote indicated.

In January the Units discussed the following items:

  1. Board of Water Supply: Administration, attention given to water pollution, may include a study of sewer system

  2. Civil Service: A study of the organization and operation of the City and County Department of Civil Service, with particular attention to the application of the merit principle.

  3. Education: The physical facilities available and citizen participation in the school system of the City and County of Honolulu. Would include a study of the capital budget and financial contributions by students, PTA, etc.

  4. Medical care offered by the City-County of Honolulu: A study to include an examination of the system of government physicians, and Maluhia Hosp.

  5. Water and air pollution: A study to determine what is being done to control the growing problem of water and air pollution.

The two favored items were: Education and Water and Air Pollution.

The February Units, after much discussion, unanimously favored the item on Air and Water Pollution and recommended the following wording:

"A Study of Waste Disposal and Other Factors Contributing to Air and Water Pollution in the City and County of Honolulu"

This met with Board approval and is recommended for the Local Agenda Item for 1959-60. The following Continuing Responsibilities are recommended:

  1. Achieving a new and adequate Charter for the City and County of Honolulu.

  2. Securing a new City-County jail which meets the standards of a modern correctional institution, providing adequate security, segregation, and rehabilitation.

  3. Replacement of the present Coroner's Office of the City and County of Honolulu with a medico-legal investigative system.

These recommended items are to be voted on at the Annual Meeting.
