Special Call to All Leaguers! Civil Service in the City and County Government is one area we have not studied. Mrs. Nesta Gallas, Personnel Director, Department of Civil Service, City and County of Honolulu, will be the speaker at our special luncheon meeting on Wednesday, August 14. She will give us an opportunity to hear what the experts think about the framework of a successful merit system for hiring government employees. This will help us to decide as individuals what would be a good proposal in the Charter. Hearings on Charter proposals are expected in September. Mrs. Gallas has her B.A. in psychology from the University of California at Los Angeles and her M.A. in public administration from the University of Southern California. She has been in the field of public personnel since 1938. Her mainland experience includes work in civil service agencies in many cities in various capacities. Previous to her present position, she was the Personnel Examining Executive for the Territory.
