Voters' Service Views - Proposed Site for New Jail

PROPOSED SITE FOR NEW JAIL: Halawa Valley as the proposed site of the new jail was discussed at considerable length at the Finance Committee meeting on Friday, August 31st at City Hall. Mr. Edward Morgan of the Board of Water Supply strongly objected to this site on the grounds that contamination of the water may result if the jail is located directly aver the underground reservoir. Fifteen million gallons of water is pumped daily from this shaft, one of the major sources of supply for Honolulu.

A second site just off Moanalua Road adjacent to old Tripler Hospital was favored by Sheriff Duke P. Kahanamoku and his chief deputy, F. Lang Akana.

George Houghtailing, City Planning Director, said his commission considered both sites, and feels Halawa Valley is the "ideal" site, but would accept either one.

William P. Mottz, chairman of the Community Committee for a new jail, said either site would be acceptable. but Moanalua would be more costly because of the necessity to fill some portions of the land, as well as the possible necessity for pilings to support the buildings.

The Finance Committee will study further the cost of the two sites.
