Research Report on City-County Jail

The research report authorized by the Board of Supervisors has just been issued by the Romano Adams Social Research Laboratory of the University of Hawaii. It is titled "Survey of Conditions and Needs basic to Planning A New Jail for the City and County of Honolulu."

Directed by Drs, Lee TT, Brooks and C. K. Chong, the report includes a log of events in the League of Women Voters which led up to the authorization of the study.

Commenting on the report, Mr. James V. Bennett, director of the U. S. Bureau of Prisons, says "I am confident that this carefully documented report...lays a very helpful and worthwhile foundation upon which plans for Honolulu's badly needed new jail can be planned. Certainly, in addition to a very carefully prepared study of the jail population trends, you have clearly pointed up the minimum essentials which should be incorporated in the new jail plan and which have been so noticeably lacking in the old jail as I saw it last year."

The League feels this is an important milestone in the campaign for a new jail. Congratulations, Messrs. Brooks, Chong, and Steiner!
