State Council in August

State Council will be held August 14, 2010. What is Council? It’s a meeting of the LWVHI State council held in the interim year between conventions, approximately 12 months after the preceding convention. This year, Council will be late, falling on Saturday, August 14th rather than in the spring.

According to our bylaws, “the council shall give guidance to the state board on program, methods of work, and budget as submitted by the state board. The council is authorized to change the program upon the recommendations of the state board or local League only in the event of an emergency provided that…the change is adopted by a two-thirds vote.” The state League in Hawaii has traditionally used council meetings to address internal, and inter-League issues and for leadership training interspersed with other activities. Council is by definition, a smaller, more introspective group than gathers at convention.

Voting members of council are the State Board (which includes presidents from local Leagues) and two delegates chosen by each local League, although all League members are encouraged to attend and to join in any discussion.

State pays for the transportation costs of state board members and local Leagues pay costs for their delegates. State Board generally meets right after council.

What’s up for Council 2010? Once again, it is time to look at the challenges facing League – to do a review and evaluation of our organization. We could look at

  • League's past activities - review how well we have met our objectives and served the public.

  • What are the requisites for keeping League a viable organization?

  • What might be some obstacles for our achieving our objectives?

  • Using electronic means for more interaction between established leagues and those members on Maui and Kauai who are not presently participating in local Leagues.

In light of the recent Vote by Mail special election for U.S. House of Representatives at which voter turnout was substantially ahead of other recent special elections, Council 2010 should look at adopting our Vote by Mail study as official program for our League. Our last state board meeting encouraged adoption at our 2011 convention, but we will be left out of the debate unless we act now.

We need your ideas. Please let our president, Pearl Johnson, or me know what you want to do with council. Mark your calendars and save the date. We hope to have an intriguing agenda. Details will follow.
