Transit UpdateOn March 29 the City briefed the transportation committees of the State Senate and House. The City stated that it hopes to begin construction of phase 1 of rail transit (from Ewa to Waipahu) in 2009 and complete it by 2012. The rest of the transit system from Waipahu to Manoa will be in stages. The City didn't indicate a completion date for the system. If the completion date falls between 2018 and 2022, the construction cost could increase 6% each year from 2009. Higher costs will translate into higher taxes and fees. The City's consultants have stated that mass transit will not eliminate traffic congestion but might reduce the level of congestion and the rate of its growth. At the briefing, Senator Lorraine Inouye stated that the Legislature might consider extending the 10 year period for the 0.5% surcharge excise tax. The Legislature might also consider raising the surcharge excise tax above this 12.5% increase. Charles Carole
