A Rare Victory for Open GovernmentOn January 31, Barbara Marshall, chair of the City Council Planning & Zoning Committee, refused to go into executive session when the City Corporation Counsel requested it. Discussions during executive sessions are not made public. Bill 74 (2004) had been under consideration for 2 years and was in its third reading. Not understanding why he had not spoken up sooner, Chair Marshall required the Counsel to put his reservations in writing for the next session. We thank Ms. Marshall for standing up for open government. Pearl Johnson
